Die Vertreterin der Palästinenser , die Palästinensische Befreiungsorganisation ( PLO ) , wurde allerdings nicht eingeladen .
Jedoch stand die PLO in engem Kontakt mit Palästinensern, die unter der Schirmherrschaft der jordanischen Delegation an der Konferenz teilnahmen.
