Ausgangssituation Der Nationale Entwicklungsbericht Guatemalas für 2012 zeigte unter anderem die Defizite in der Sekundarstufe auf:
Über 20 Prozent der 13- bis 19-Jährigen beenden die Sekundarstufe nicht, mehr als 30 Prozent, in manchen Gegenden sogar bis zu 50 oder 60 Prozent, werden gar nicht in die Sekundarstufe eingeschrieben.

Context The National Human Development Report of Guatemala for 2012 described the inadequacies of the country’s secondary education system.
More than 20% of 13 to 19-year-olds fail to complete their secondary education while more than 30% do not enrol in secondary school education at all, and in some regions this proportion is up to 50 or 60%.
