Staatliche Souveränität, so das Gremium, enthalte Schutzpflichten, nämlich die Verantwortung zur Verhütung ( responsibility to prevent ), zur Reaktion ( responsibility to react ) und zum Wiederaufbau ( responsibility to rebuild ).

State sovereignty, according to the commission, includes obligations to protect – i.e., the responsibility to prevent, the responsibility to react, and the responsibility to rebuild.
