1988 bis 2000 lebte Oberender schon einmal in Berlin, wo er 1999 an der Humboldt Universität promovierte.
1997 war er Mitbegründer der Autorenvereinigung Theater Neuen Typs, die sich der Verbreitung neuer Theatertexte deutschsprachiger Autoren widmete.
Er schrieb und übersetzte Theaterstücke, Essays, Theater- und Literaturkritiken, realisierte Projekte für die Expo 2000, die Ruhrtriennale 2004 und 2005 die Kulturhauptstadt Europa Ruhr 2010.
