Die Zuwanderung aus den acht Neuen Mitgliedstaaten ( ohne Malta und Zypern ) nach Deutschland ist seit deren EU-Beitritt zwar weiterhin gewachsen, ist aber aufgrund der Übergangsfristen deutlich hinter den Prognosen zurückgeblieben.
Wegen länderspezifisch unterschiedlicher Regelungen zur Arbeitnehmerfreizügigkeit ist es zu signifikanten Umlenkungseffekten nach Großbritannien und Irland gekommen, da diese Länder auf Beschränkungen verzichtet haben.
Letztlich können aber weder der Umfang der Umlenkungseffekte noch die Höhe des Migrationspotenzials nach einer Freigabe der Arbeitnehmerfreizügigkeit für Deutschland gegenwärtig quantifiziert werden.
