Auch vor dem Hintergrund der Umsetzung der UNESCO-Beschlüsse von Dakar im Jahre 2000 – Education for All – sind entsprechende Strategien in Laos zu würdigen.
Education for All – Skills Development to meet the Learning Needs of the Excluded bedeutet langfristig eine Re-Orientierung besonders der beruflichen Bildung an den Bedürfnissen und Anforderungen der Bevölkerung im ländlichen Raum.
Dort leben circa 90 Prozent der laotischen Bevölkerung, die derzeit noch vom Zugang zu elementarer beruflicher und zur weiterführenden Qualifizierung als selbständige Kleinunternehmer ausgeschlossen sind.

This is where around 90 per cent of the Lao population lives, and most of these people, being small entrepreneurs, remain excluded from access to vocational training and further education.
