Grundlagen der Arbeit sind der Entwurf der Armutsbekämpfungsstrategie der Demokratischen Republik Kongo vom März 2002 und der nationale Gesundheitsplan 2004.
Die GIZ berät das kongolesische Gesundheitsministerium sowie Nichtregierungsorganisationen und Basisorganisationen bei der Entwicklung und Durchführung von innovativen Ansätzen bei der AIDS-Bekämpfung und der Eindämmung anderer armutsrelevanter Gesundheitsrisiken.
