Als eine Ausstellung im Dialog mit der Stadt wird die 13. Biennale Istanbul auf den Gedanken des öffentlichen Bereichs als einem politischen Forum fokussiert sein.
Dieses höchst umstrittene Konzept wird als Matrix dienen, um Ideen hervorzubringen und Praktiken zu entwickeln, die heutige Formen von Demokratie zu hinterfragen, gegenwärtige Modelle raumökonomischer Politik anzufechten, vorgegebene Konzepte von Zivilisation und Barbarei zu problematisieren und, was besonders wichtig ist, die Rolle der Kunst in diesem Kontext hervorzuheben.
Die 13. Biennale Istanbul wird öffentliche Gebäude, die wegen urbaner Umwandlungen zeitweilig leer stehen, als Ausstellungsorte nutzen.
